Nowadays, in the industrial countries and ever-increasingly in the developing countries, the policy makers found that the concepts of National Innovation System are useful framework as systematic approach for compilation of technology policy. In this essay, by reviewing technologic policy making literature and concepts of National Innovation System as a framework for compilation of technologic policy, the experience of policy making of emerging technologies in the country (nano-technology as an example) have been inspected and analyzed. Also the main challenges and also some proposals have been presented in order to promote the status of emerging technologies policy making and finally with regard to the literature and main observations presented in this essay, necessity of systematic approach design faced with emerging technologies have been explained.

Knowledge Management and Human Resources Management are two significant fields in Organization Management. Despite the vast literature available on each of them, their putting into practice is indeed challenging. On the one hand, Knowledge Management is considered as an additional work procedure in some organizations mainly due to the intangibility of the value which it adds to the system in the short run. On the other hand, in some other organizations, Human Resources Management is reduced to personnel management and handling the employees official tasks. Therefore its principles such as employees' performance appraisal, leading in most cases to the achievement of organizational goals, are exploited as a means for either encouraging or punishing the employees. This research aims at defining a framework, through studying the different aspects of Knowledge Management and Human Resources Management, in which these two fields interactively produce a combinatory system which helps them effectively flourish and brings about their overlapping so that they can compensate for each field's deficiencies.

The emersion of new technology enhances the man’s expectation of welfare’s level and life’s quality. In this paper, first innovation processes is investigated. It's been more than a decade that researchers have discussed business value of information technology investment. Also plenty of investment has been spent to satisfy the customer and shopping experience in fields which are related to information technology. For example, firms have experienced low investment of information technology such as the Internet Services providers and high investment of information technology such as comprehensive information systems for the implementing and enforcing human resources planning. This article is a result of research on information technology and intends to review information technology investments and technologies such as Customer Relationship Management and determine its impact on customer satisfaction. In this paper we study Nolan’s life cycle models and explain it as an Instrument for IT Planning. In this world that competition is developed libertine, use of IT to access to competition advantage is necessary for all companies and is a more important key for companies' survival guaranty. However use of IT costs a lot, implementing unplanned IT probably burden heavy problems to companies. So the organizations try to decrease these threats and access to IT opportunities, using IT planning to implement IT/IS. Environment produces different opportunities and threats to companies. So organizations should recognize all their characteristics and use of opportunities to decrease threats. Although we have different models and methodologies that explain all of IT/IS implementation stages, but Nolan’s life cycle model is a more important and famous in IT/IS planning stage. In this article we explain Nolan’s life cycle model and finally we explore relationship between managerial styles, participation and system success in each stage of model.
