        Today, the importance of communication and especially the use of cyberspace, is so high that it is considered as one of the development strategies. In fact, Broadband Technology as a platform for Internet services is among the knowledge-based economy. according to the features such as the development of entrepreneurship and productivity growth, Broadband Technology has the ability to decrease the government reliance on oil revenues. The impact of technology on social and economic development of communities is undeniable, and based on the view of some experts, this technology is an important component in development of current economies. Broadband through the creation of market, new jobs, and infrastructure, and also by changing the economic system, will help economic and social development. Therefore, considering the position of broadband technology and the necessity to use it in the country in order to achieve the goals of the 20-year perspective, the institutionalization of the development and production of science and research, the increase of the share of gross national product in scientific production, the development and strengthening of the software movement, in this article the native development model Broadband technology is provided.         Access to biomass resources and innovation capacities is important in adopting bioeconomy policies. This study has explored the effect of mentioned parameters on the orientation of the countries with more than 50% of agricultural, forest and aquatic biomass resources as well as innovative countries. Also, the bioeconomy policies of I.R. Iran have been compared with similar countries and some north neighbors. Bioenergy is the main field of bioeconomy considered by all countries based on their biomass resources. Countries with enough biomass and top innovation ranking, increase the leverage of bioeconomy in various areas especially health and marine industries. Development of agricultural biotechnology by conventional methods and technologies is followed in the countries that their rank in innovation is modest or weak. In Iran and similar countries with the limit forest and agricultural lands, the health biotechnology is comparatively dominant area. Biofertilizer and biopestiside application and bioelectricity production using wastes have been considered in "Sixth FiveYear Development Plan: 2016-2021" law, but these areas havenot yet the acceptable share in Iran's bioeconomy. Achieving a balance in bioeconomy development needs to identify national demands and priorities, improve the biotechnology capacities in the field of agriculture and the environment, adopt the clear policies and strategies for the use of other resources, especially marine biomass, and strengthen the regional or international cooperation.         Supply chain refers to the process of production, assembly, transit and receipt of goods by the consumer, which plays a vital role in the development of the economy. This area faces challenges in the development path, such as lack of transparency in identifying the source of supply or distribution of commercial goods, lack of exchange security or creating tension in the contracts of traders and consumers. Implementation of blockchain technology can be a suitable solution to solve these challenges. This platform with the feature of transparency, the existence of mechanisms to prevent the occurrence or online resolution of disputes and the elimination of financial intermediaries in electronic transactions makes it possible to achieve the set goals. But its implementation in any system faces challenges such as scalability, connectivity, standardization, and some legal challenges, the solution of which requires legislative and executive policy, including the use of efficient digital tools, their validation, and the establishment of formalities. Decentralized platforms and competent institutions to monitor the proper course of affairs.         University Incubators are important centers for developing innovation, entrepreneurship, and economic improvement of country. Supporting these centers will cause the improvement of their residents, and a spill in the economic cycle of country. Nowadays, these centers play a very important role in advancing economic and industrial expansion of developed and developing countries. In many countries, it has made significant effects on the achievement of knowledge-based development as well as strengthening the interactions of government, university and industry . Hence, considering the importance of this issue, the present study investigates the role of University Incubators in growth of entrepreneurial capacity of startups who are deployed at Sistan and Baluchestan Islamic Azad University incubator. The study population included all startups managers who have been deployed in this incubator since 2015. The present research is a descriptive research (Non-experimental) and survey type in terms of the method of collecting data . Data were analyzed by the sofwares including SPSS 19, LISREL 54.8 and the tests including T-test and Single Sample, Factor Analysis, and Structural Model. The results indicated a positive and significant effect of University Incubators on the level of entrepreneurial empowerment of startups at Sistan and Baluchestan Islamic Azad University incubator.         Paying attention to the position and role of knowledge-based companies in advancing the country's economic and social goals is very important. On the other hand, the issue of dynamism and market turbulence in today's markets makes it even more important to pay attention to these businesses. The knowledge-based companies are based on innovation in business. However, the turmoil in markets and competition makes it important to pay attention to the dimensions of innovation strategies in different environmental conditions, and the business of students who do not consider innovation in line with environmental conditions may fail in innovation and will not perform well. The aim of this study is to investigate the strategic relationship between innovation strategies and business performance with the role of moderating market turbulence and environmental dynamics. The statistical population of this study includes 115 knowledge-based companies in East Azerbaijan province. In order to analyze the data, structural equation modeling method was used and the hypotheses were analyzed using AMOS software. The results showed that product innovation and process strategy have a positive relationship with business performance. However, the modification test results showed that process innovation performs better in high environment dynamics and product innovation in high market turbulence. Manuscript profile

        The Innovation Hub is a unique research and innovation ecosystem. It is a global environment that attracts high quality academic members, researchers, students, innovators and entrepreneurs. Innovation Hub as essential components of knowledge-based economic and social development in the innovation ecosystem have been expanding in recent years and have been considered by science and technology policymakers in countries during the growth mechanisms of technology businesses. For the growth of technological innovations in developing countries, it is necessary to have a deeper knowledge and understanding of the processes of innovation development structures in order to achieve the desired effectiveness in implementation and modeling, so the present study seeks to aim at how the Technology Innovation Hub modelis. In this study, a qualitative and quantitative mixed method was used. Researchers identified key factors in creating the innovation hub by library studies and interviews with experts. These factors included six dimensions of network and social interaction, infrastructure and resources, the existence of innovative and knowledge-based companies, institutional factors, team and structure. In this study, using Interpretive Structural Modeling (ISM) method, the factors affecting the creation of the Technology Innovation Hub were superficially prioritized and the relationships between the factors were calculated. The results showed that the management team factor and the structure with high degree of permeability and low dependence have had the greatest impact on the relationships between the factors.         Science and Technology parks (STPs) and Technology Business Incubators (TBIs) are globally considered as effective centers to achieve development goals and promotion of R&D plans. These centers not only bridge the gap between universities and industry, but also facilitate the transfer of technology and knowledge by employing alumni population and accelerate the movement towards knowledge-based economic growth. On the other hand, the possibility of international communication between STPs and TBIs provides a favorable situation for scientific & technological cooperation between them and other similar centers and technology companies. Therefore, providing a comprehensive national picture of the overall situation of the STPs and TBIs in line with the policy making of technology in Islamic Republic of IRAN is important. According to the data collected until the end of July 2018, there are currently 36 STP and 83 TBI under non-STP organizations across five national regions. In this paper, the data collection was carried out via a questionnaire in partnership with the Rooyesh ICT Incubator and the Ministry of Science, research and Technology (MSRT). This study, tries to analyze various aspects of the situation of STPs and TBIs in Iran based on the qualitative standards of the reports published by International Association of Science Parks and Areas of Innovation (IASP).
