Modern trading tools play an undeniable role in the development of e-commerce. One of these tools are smart contracts, which have features such as speed and high security compared to other types of electronic contracts. This paper attempts to answer the question of what are the challenges of policymaking the general rules of contract formation at the stage of smart contract conclusion? In general, the most important challenges are to comply with the rules governing these contracts with existing norms in society, the conflicting domestic laws and international regulations, the validation of these contracts, and the means of concluding them including virtual currencies, the mechanism of artificial intelligence performance and the centralized nature of artificial intelligence. Addressing these challenges requires some legislative and executive policymaking, including the adoption of efficient laws for the validation of smart contracts and virtual currencies, the revision of existing laws, predicting thef of virtual currency licensing and the use of digital signatures, informing people and designating regulatory bodies. Nowadays, the sustainable development has become an ideal and great challenge. The universities are obligated to realize this ideal in higher education, and undoubtedly, the role of universities in sustainable development is undeniable. In the meantime, the appearance of entrepreneurial university is a response to increasingly importance of knowledge in the national and regional innovation system and new understanding of university; i.e. the institution which is counted as a factor for development, knowledge and technology transfer, and the source of creative inventions, and is good and thrifty economically. Therefore, present research is conducted to explain and investigate the entrepreneurial university model toward achievement of sustainable development in Mazandaran universities. This research, in terms of purpose, is an applied research, and in terms of data gathering, is a descriptive research. First, by means of literature review and interview with experts, the primiarly questionnaire is designed and the principal indices of entrepreneurial university model are extracted. Then, the FDEMATEL is used to explore the causal relations between variables, and finally, the (FDISM) is used to design the structural model. Results showed, among explored indices, five variables play a causal role and five variables play an effectual role. Results of fuzzy weighting technique showed, among explored indices, the indices of vision, mission, and strategy in university possess the most weight and importance. Also, FDISM approach showed the variables have been categorized into seven levels, and the variables of vision, mission, and strategy in university, leadership in university, and organizational structure and design in university are more influential as infrastructural factors. Access to biomass resources and innovation capacities is important in adopting bioeconomy policies. This study has explored the effect of mentioned parameters on the orientation of the countries with more than 50% of agricultural, forest and aquatic biomass resources as well as innovative countries. Also, the bioeconomy policies of I.R. Iran have been compared with similar countries and some north neighbors. Bioenergy is the main field of bioeconomy considered by all countries based on their biomass resources. Countries with enough biomass and top innovation ranking, increase the leverage of bioeconomy in various areas especially health and marine industries. Development of agricultural biotechnology by conventional methods and technologies is followed in the countries that their rank in innovation is modest or weak. In Iran and similar countries with the limit forest and agricultural lands, the health biotechnology is comparatively dominant area. Biofertilizer and biopestiside application and bioelectricity production using wastes have been considered in "Sixth FiveYear Development Plan: 2016-2021" law, but these areas havenot yet the acceptable share in Iran's bioeconomy. Achieving a balance in bioeconomy development needs to identify national demands and priorities, improve the biotechnology capacities in the field of agriculture and the environment, adopt the clear policies and strategies for the use of other resources, especially marine biomass, and strengthen the regional or international cooperation. Supply chain refers to the process of production, assembly, transit and receipt of goods by the consumer, which plays a vital role in the development of the economy. This area faces challenges in the development path, such as lack of transparency in identifying the source of supply or distribution of commercial goods, lack of exchange security or creating tension in the contracts of traders and consumers. Implementation of blockchain technology can be a suitable solution to solve these challenges. This platform with the feature of transparency, the existence of mechanisms to prevent the occurrence or online resolution of disputes and the elimination of financial intermediaries in electronic transactions makes it possible to achieve the set goals. But its implementation in any system faces challenges such as scalability, connectivity, standardization, and some legal challenges, the solution of which requires legislative and executive policy, including the use of efficient digital tools, their validation, and the establishment of formalities. Decentralized platforms and competent institutions to monitor the proper course of affairs. After explaining the introduction and concept of blockchain (first and second speeches), the present article details the supply chain challenges in the field of trade and expresses the practical features of blockchain in solving these challenges. After that, this study has tried to improve the process of exploiting this technology in the field of supply chain by examining the challenges facing this platform in its application in the supply chain and providing policy recommendations. The invention of Internet of Things technology and its application has led to the development of industry and trade in countries. Tools that include Internet of Things technology are tools that enable simulation of human performance by tools by embedding multiple stimuli and sensors. But the mechanism of action of these tools has challenges in maintaining the security of private information. The first issue in this regard is the necessity of nature and separation of private data of the non-private type. In the Iranian legal system, the only legal document in this field is Article 58 of Electronic Commerce Law, and the ambiguous text of this article has challenged the identification of this type of data. In this article, for an unknown reason, by separating the types of private data, not only has nature of this data been disrupted, but only a specific category of this data has been subject to the terms of the article for processing and no other provisions have been established. Is. However, in European Union, there are relatively comprehensive regulations in field of identifying the nature of private data, four criteria of identification based on the nature of the data processed, the purposes of using the processed data, concept of nicknamed data and Encrypted data exchanged in decentralized platforms (including China blockchain technology) has been identified as the criterion for identifying this type of data. Application of these criteria by policymakers in Iran could be the solution to many of the challenges ahead.. Manuscript profile

The fourth industrial revolution, with the convergence of new technologies, has led to the emergence of smart cities. While the smartening of cities by governments has been happening at a high speed, the concept and implementation of the smart city are still being updated and changed. In this regard, the current research aims to analyze the thematic trends of publications on smart city in the Web of Science (WoS) database from the emergence of the fourth industrial revolution to 2021, and track the thematic trends of these studies. This scientometric research was carried out descriptively with the content analysis method, using the techniques of co-occurrence analysis and social network analysis. The trends of publications and citation influence of studies in the field of smart cities in the last decade has had an upward growth of 38.78% and 69.49%, respectively. In the three time periods, "IoT, City, Internet, and Wireless Sensor Network" have the most frequency, "IOT, City, Internet, and Wireless Sensor Network" have the most connections, and "ipv6, Sustainable City, and Urban Development" in 2012–2015, "Taxonomy, cloud objects and distributed computing" in 2016–2018 and "Literature review, urban informatics, and sustainable urban development" in 2019-2021 have received the most citations. In 2012–2015, clusters of sensor networks, smartphones, genetic algorithms, advanced sensors, ubiquitous city, and m2m; in 2016-2018 clusters of deep learning, participation, evolutionary algorithms, ubiquitous computing, and smart cities; and in 2019-2021 blockchain clusters, participation citizenship, IoT, topics, technologies, and tools.multi-agent systems, and Brazil were identified.
