Today, access to more efficient private sector and improvement in business environment to provide the requisite context for active economic entrepreneurs' activity is considered as an economic strategy by different countries in the world. In this paper, we will study the ownership rights in MENA (Middle East and North Africa). This index indicates that Emirates with a score of 6.9 in Index LP, Israel with a score of 7.3 in Index LPR and Bahrain with a score of 8.1 in Index PPR are ranked first. Also in overall IPRI Index Qatar with a score of 7.3 is in the first place and Iran with a score of 4.3 is considered one of the last countries. The reason of deterioration and drop of 0.1% in Iran is related to political stability. Generally, Iran has the worst performance in the areas of political stability and the protection of patent and copyright. Authority of statue and juridical independence do not change compared to previous year, while control of corruption has decreased slightly and physical ownership right with a score of 5.5 is the strongest index for Iran. Nanotechnology plays an important role in the scientific, economic, and political development of countries, so that adapting to today's dynamic world and becoming the leading power in the Middle East and a pioneer in this field is subject to the acquisition of nanotechnology and the related knowledge. One of the short-term, urgent and effective methods for obtaining knowledge and technology concerned with nanotechnology is technology transfer but despite its outstanding importance, little attention has been paid. On the other hand, in extraordinary circumstances imposed by the sanctions against Iran, the urgency of this issue increases, since the technical and knowledge interactions under sanctions are harder and more complex. Also, the possibility of complete transfer of knowledge and technology, especially in the field of high technologies such as nanotechnology decreases. Therefore, this study has aimed to design a customized model for Iran to facilitate making accurate and wise decisions about transfer of nanotechnology and the knowledge associated with that technology. To achieve this goal, three basic steps have been taken. First, eighteen major factors influencing the transfer of knowledge and technology of nano has been identified. Then, these factors have been weighed. Finally, they have been categorized into five clusters that are: 1. Technology source, 2. Technology receiver, 3. Technology process, 4. Technology nature, 5. Technology environment. It is notable that this classification has been based on open systems approach. Manuscript profile

The framework applied in Sheikh Bahai Science and Technology Park and the results obtained showed that in this park, facilities aspect needs special attention. This aspect had the highest significance in quadruple aspects and was the only aspect affecting Sheikh Bahai Science and Technology Park. Other aspects such as, “human resource”, “R&D and technology transfer”, and “market development” were effects of the aspects. The results of this research show that the development of knowledge based firms located in this park depends on facilities such as financial resources and primary physical infrastructure than human resource, research activities and marketing services. We suggest using this framework to find the aspects and factors influential the creation of competitive advantages and determining the action and planning priorities for other science and technology parks in Iran.
