  Institutional distances are mostly neglected while importing development means and tools into developing countries. This could be also observed in establishing Technology parks & Incubators in these countries. To fill the gap, Schumpeterian type I & II innovations has been used to differentiate clients of S & T Parks from Incubators. Also a Typology of four different institutional setting, namely Anglo-Saxon, Scandinavian, Deutsch & frenched has been proposed by means of which it is possible to bench and select among different funding & operating policies. Based on these classifications, It has been concluded that on the contrary with the current trend of establishing incubators in Iran, focus on Science & Technology Parks could be a more promising option. So science and technology parks, as one of the most important factors in economic growth and regional development, should be frontier in using IT facilities to help their tenants compete with other companies. Furthermore, because of diversity of the science parks in form and function, the academic literature about their classification is sparse and most of the exiting taxonomies can not be applied to all countries science parks.   Most developed countries have achieved knowledge- based economic development. This model of development must also be attained in Iran gradually, in the two decades to come. Science and Technology Parks (STPs) are one of the most important elements in the national innovation system (NIS). Thus there is high intention for establishing and extending STPs in our country according to the new development plans. In this article the role of science & technology parks for developing technology and improving productively will be discussed from theoretical aspect. Some of the most important approaches for commercialization of research results in the world wide also be reviewed. Then some activities of the ministry of energy for completing the cycle and commercialization of research results will be described as a case study.
