        In the present competitive age, the organizations try to gain competitive edge. In order to gain competitive edge, the managers need to have some information about the function of their organizations and to decide how to improve them. Therefore it is necessary to use a method to gather the information about the performance. There are various methods to evaluate the performance in which the criteria for efficiency of units is that they should be placed in efficiency frontier. These methods ignore the role of no-zero input slack and output slack variables in production and consequently lead to lack of enough accuracy in evaluating the units functions. In this article, the Hybrid model is used in six Decision Making Units (DMUs) and according to results, it is presented as a more accurate and comprehensive measure of evaluation, and efforts have been made to present more realistic results for making decisions.         Although the Clean Development Mechanism (CDM) does not have an explicit technology transfer mandate, it may contribute to technology transfer by financing emission reduction projects using technologies currently not available in the host countries. This paper analyzes the claims of technology transfer made by project participants in the project design documents for 3296 registered and proposed CDM projects. Roughly 36% of the projects accounting for 59% of the annual emission reductions claim to involve technology transfer. Technology transfer is more common for larger projects and projects with foreign participants. Technology transfer is very heterogeneous across project types and usually involves both knowledge and equipment. The technology originates mostly from Japan, Germany, the USA, France, and Great Britain. The rate of technology transfer is significantly higher than the average for several host countries, including Bolivia, Ecuador, Guatemala, Honduras, Indonesia, Kenya, Malaysia, Mexico, Pakistan, South Africa, Sri Lanka, Thailand and Vietnam and significantly lower than average for Brazil, China, and India. As the number of projects increases, technology transfer occurs beyond the individual projects. This is observed for several project types in China and Brazil. For most project types, project developers appear to have a choice among a number of domestic and/or foreign technology suppliers. Manuscript profile

        There is a large consensus among academics and practitioners that ICT investments should be carefully justified, measured and controlled. ICT investments have special characteristics such as; high risks, limited return of investment, large proportion of intangible/hidden costs and benefits. These characteristics are highlighted for ICT foresight projects. There are many papers for evaluating ICT projects with BSC (Balanced Score Card), but there is no work for evaluating IT foresight projects. This paper presents a framework for using balance score card for evaluating IT foresight projects. The result should be beneficial for researchers, managers, decision makers and investors.         In the past decades, the cooperation of organizations was based on the short-term to gain maximum profit in a short time. Today, lots of Small and Medium Enterprises (SMEs) that has been established in Technology Parks wants to cooperate to have more profit in long term relation. Nowadays, in order to produce a product or to present a service, different organizations should work together. Therefore, supply chain management is one of the best ways to have more profit, long-term relationship and to share the information between Small and Medium Enterprises. In this paper, we try to explain the history of supply chain management and the method of organizing and defining supply chain management and its main features. In addition, we will explain the efficient elements for organizing supply chain management and supply chain operating reference model. Moreover, based on an inspection from different text sources, different fields and the method of descriptive study, we will look at the result of supply chain management in SMEs that include: improvement of customer relationship, improvement of the time from order to the issue of invoices, improvement of physical material relation between suppliers and customers, improvement of the connections with the market, improvement of demand forecasting to meet the order and improvement the process of supply chain. In the mentioned report, research and technology performance of all universities and research institutes have been analyzed and compared with the five similar criteria, while each of the research institutes depending on their type and existence philosophy, has different mission and also different position in the chain of science to technology.         Globalization trend makes a transnational nature for scientific and technical capacities in the world and recognized as one of the main challenges of higher education in developing countries. This phenomenon by introducing a wide area in front of overseas education services, lead some developed countries toward direct foreign investment in education with the aim of scientific cooperation with other countries, improvement of manpower quality, access to skills in new places, students selection for internal universities, reduce costs, using a more liberal transaction and new investment environments. There are numerous stimulating factors to promote higher education over the world. One of these factors can be cited as the emergence of information communications technology. Geographical boundaries are eliminated by this technology so that applicants can achieve required education services from universities in another corner of the world. Thus globalization will be an opportunity only if the higher education units overcome their inefficiencies, otherwise the flood of globalization will attracts the applicants (students) and training providers (teachers and elite staff).
