The technology development project is a type of investment project, and it is therefore important to identify the performance indicators for the correct investment. The purpose of this research is to develop the criteria for success in the development of technology and to obtain a thorough analysis of the effects of the criteria on each other in order to make the right decisions on the investment path. In this research, the criteria for success in technology development are identified and categorized by a new approach from the point of view of project, plan, and portfolio differentiation. For this purpose, after identification of the criteria, their significance was measured by Likert scale questionnaire and various statistical tests such as t-test. Finally, according to the main objective of this research in relation to examining the association between success factors in each level of the project, plan and portfolio, the internal connection of the criteria was analyzed using DEMATEL method. From the results of this research, it is possible to identify and categorize the success criteria in the projects, plan and portfolios of technology development, and to identify the most influential and most important criteria in each of the project groups, plan and portfolio. Also, how to measure the impact and relevance of success metrics with each other is provided through "Network Mapping" diagrams. Manuscript profile

The business approach and risk management framework of the company through the establishment and maintenance of the information security management system (ISMS) is a framework for identifying, assessing, controlling and managing the risks associated with information security in the company. It is based on privacy standards, integrity and availability of information assets. In the present report, not only a model for evaluating the information security maturity in the headquarters of one of the oil industry companies is developed, but also the defect analysis and implementation of the existing organization are initially carried out in accordance with the requirements of ISO 27000. By defining the indicators of evaluation and measurement of these indicators in the organization, its maturity is estimated in this security standard. Different models are presented to identify the weaknesses and security powers of a particular organization. The goal is to identify a gap between theory and practice that can be approximated by the process-oriented approach. The puberty model introduced and used in this project, provides a starting point for implementing security, a public view of security, and a framework for prioritizing operations. This model of information security maturity has 5 phases. (The maturity model is information security as a tool for assessing the ability of organizations to meet security goals, that is, confidentiality, integrity and availability, and prevent attacks and access to the mission of the organization in spite of attacks and accidents)??. This model defines a process that has all aspects of security management, measurement, and control. The results of the evaluation show that the organizations which have security investments ahead of time have to understand the needs for high-level management of information security in the organization, and in addition to the actions taken in the field of physical environment, network and personal computers, controls access and encryption have been made to identify the necessary training and culture. Cloud computing was proposed as a new paradigm to host and provide services via Internet. Cloud computing can have various advantages for organizations including reduction in costs and increased flexibility. Nonetheless, transition from the current system on the cloud computing is not a simple task because it depends on various of factors. In this applied research, the main purpose is to investigate the influential factors in admission of e-health system based on cloud computing in a number of public hospitals in Tehran. In the present study, path analysis was done using the Analytic Hierarchy Process (AHP) and Partial Least Squares (PLS) to perceive the factors influencing the admission of cloud computing in e-health system from IT employees' viewpoint. Reviewing the related literature on Technology-Organization-Environment (TOE) Model and the theory of Diffusion of Innovations (DOI), four main factors and 17 sub criteria were identified. These factors and sub-criteria were determined according to comments of specialists, university professors and IT and health experts based on the Analytic Hierarchy Process and Partial Least Squares. Results show that environmental factors such as regulations, competitive pressure, commercial pressure and organizational structure, and technological factors such as accessibility, reliability, security, privacy and trust should be considered as organizational objectives when adopting the e-health system based on cloud computing. In this paper, a comparative study of the history and different approaches of knowledge based economy as an influential concept in promoting national resilience and sustainable development in Iran and several selected countries (from developed and developing countries) is discussed. In this regard, while comparing policy making in different countries to establish a knowledge-based economy, we offer lessons learned for Iran to achieve a knowledge-based economy. One of the most important points drawn from the study of countries as joint focus points is the specific and sometimes unique nature of knowledge-based economy development policies in each country with regard to the industrial and technological context of each country. Accordingly, policies that have led to the development of a knowledge-based economy in a developing or developed country do not necessarily lead to similar results in other developing or developed countries, and may even have devastating economic consequences. It should be note that knowledge-based economics is not limited to advanced technologies. The main factor in achieving knowledge-based economics, in addition to advanced technologies, is focusing on innovation as the axis of enhancing productivity of economic activities and competitiveness that can span a range of activities. Include low and medium technology additionally, coordination and integration between players, especially policymakers and government players (institutions and organizations) at the highest levels is an essential requirement for the realization of a knowledge-based economy at national level. The aim of the present study is to investigate the role of virtual education in reproducing educational inequality during the Corona virus epidemic.. The research method is descriptive-analytical. Thus, in the first step, the challenges of e-learning in the country are analyzed, then the challenges in reproducing educational inequality in the Corona period are analyzed. The most important challenges of e-learning are distributing resources and facilities (spatial), the economic challenge, the gender challenge and the cultural challenge. Findings show that each of the challenges in the field of formal and public education has led to educational inequality. The challenge of distributing resources and facilities has led to lower quality of education in disadvantaged areas compared to the regions. The economic challenge has also created a class gap between deprived and privileged areas due to the low income level of people in deprived areas and the high cost of virtual educational aids. Gender challenges due to unequal use between men and women, most women have limitations in using e-learning. The cultural challenge is also due to the fact that the ruling classes have a larger share of cultural capital than other classes and are more able to deposit this type of capital in their children. The results show that the education system in the face of the challenges should consider measures and mechanisms, because until the challenges of advancing virtual education in the formal and public education systems are not addressed , educational inequalities cannot be eliminated.
