For improving a technology it is essential to enactive NIS to help technology to be grown. It is same for Aviation industry too. Aviation industry is one of the seven major industries in the world in future. And improvement in this field can cause improvement in other industrial fields. On the other hand one of the most important way for technology catch-up is Benchmarking. Benchmarking help us to see how can be successful. Three factors act major roles in air industry: first, economies of scale. Second, airframe manufacturing .Third, in the case of airplanes, development, modification and maintenance require extremely intimate manufacturer-customer relations or user-active innovation. In this sense, every passenger jet that takes-off, is in fact a customized product rather than a homogenous commodity. These three are the most important things to pay attention in air industry in this article .here we compare NIS in Japan, Russia, Brazil and analyze what they have done for improving aviation industry. Change and transition is one of the challenges of 21st century. Countries have faced with unanticipated situations because of developing the increasing range of changes so they can not guarantee their survival with small change in manner, structure, technology and so on. Organizations should start a revolution in their managements and employees mind until the concepts of organization, work and competition basically change in their mind. In this situation we need entrepreneurs that can blow fresh blood in the economic state body through creativity, innovation, stability and self confidence and pacing effective step for solving employment crisis. It is obvious that entrepreneurial university is one of the strategic and key tools for this matter in the higher education level. Entrepreneurship University has made diversity mechanisms such as business incubators, science and technology parks, and entrepreneurship centers and so on for fulfilling their goals. The task of business incubators is to support the university graduates and young entrepreneurs that familiar with new technologies and owning creativity but they are often idle because founding a business by them is not possible without entering a high risk of failure. Business Incubators help these entrepreneurs to pass the primary growth stages and when they acquire the capabilities for activity in market they can leave/graduate the incubator. The concept of business incubator have been reviewed, analysis and habited in our country for some years. The object of this paper is to review the place of university incubators in developing employment and technology transfer. At first we pay attention to relations between the university, incubator and industry. In the “knowledge-based businesses” research field, few applied studies have been conducted. Meanwhile, by identifying the critical success factors in starting-up and development of knowledge-based businesses, we can recognize necessary contexts for these targets and take steps toward implementing it. Accordingly, the main purpose of this research is identifying and prioritizing the keyactivities to be carried out by government in order to improve the process of starting-up and development of knowledge-based businesses. The method of this study in terms of purpose is applied research, and in terms of data gathering method is descriptive survey. The target population of current study included all knowledge-based corporations deployed in incubators and science & technology parks of universities in Tehran. To gathering required data for this research, the questionnaire has been used. Chi-squared test is used to data analysis, and Friedman’s analysis of variance is applied to ranking parameters. The results of this study revealed that improving the process of starting-up and development of knowledge-based businesses is possible throughgovernment’s some key activities which “financial supports of government” is placed on top of them. Hence, it can be said that the government should start broad efforts in this regard, and this issue should be considered by relevant government authorities. The emergence of information and communication technology has enabled organizations to use this technology to generate data in their own business. In addition, organizations need to open their industry-related data, which is generally government-owned, as well as data innovation, in order to develop their business. Today we are seeing a huge storm of data that is due to the actions of individuals, businesses and the state. It is essential to acquire the valuable information through the use and reuse of production data by opening up a large amount of data. In this way, the potential of the mass data of every sector of industry and business can effectively be used to plan, decide, and ultimately business development. Figures show the potential of open data in three areas: banking, insurance, and real estate. To add value, these data should be processed, combined or visualized. The purpose of this study is to investigate the relationship between open government data and data innovation and business development in the life insurance industry of insurance companies. A questionnaire was used to collect data and a random sampling method was used. In this research, 127 employees of life insurers' life insurance companies were selected as the sample for answering the questionnaire. A questionnaire was distributed among different levels of insurance life insurance companies and finally 98 people participated in the completion of the questionnaire. The findings, based on the results of the hypothesis test, indicate that open government data is effective on business development, and the variable of data innovation has a mediating role.. In this paper the effectiveness of the contractual and relational role of governmental in achieving strategic innovation through outsourcing of information technology (IT) has been studied. The main purpose of this research is to examine the quality of customer-supplier relationships and the probability of achieving strategic innovation. The research method is descriptive (non-experimental) and correlation research is a type of path analysis. The statistical population of this research is all employees of Qazvin Azad University. According to the size of the statistical population, Morgan table has been used to determine the sample size. 317 employees in Qazvin were selected as research sample. Data gathering was done through library and field surveys by standard questionnaire. The validity of the questionnaire has been used through content validity method. Cronbach's alpha coefficient was calculated for a scale of more than 0.7. The reliability of this desirable scale was evaluated by content reliabality. The results show that both hypotheses have been accepted, indicating that there is a significant relationship between the quality of customer-supplier relationship and strategic innovation with regard to the mediating role of the contractor and the relationship between the governments. In today's world, the survival of every organization or company depends on its ability to compete with other organizations, and since innovation is one of the most important drivers of companies' competitiveness, is able to create dynamism, maintaining the survival of organizations; On the other hand, one of the challenges for every organization to innovate is financing, and since governments around the world have programs to support the small and medium enterprises and knowledge-based, the purpose of this paper is investigating the impact of government financial supports on the innovation of knowledge-based firms. In order to analyze this issue, the data of Iran Innovation Survey from 2012 to 2014 has been used. The implementation of the National Innovation Survey Plan has been carried out by the Vice President for Science and Technology in order to promote innovative and technological capacities in the country and transfer to a knowledge-based economy. The number of knowledge-based firms in this period was 1300 firms, of which 306 firms were selected from a random sample. The method of the present study is modeling of structural equations based on variance. SPSS and PLS software were used to analyze the data. The research findings show that government financial support has a positive effect on the process, marketing, and organizational innovations of knowledge-based firms, while these conditions do not exist for product innovation. Today, the adoption of new information technology is one of the challenges in public sector organizations, which is less considered. The purpose of this study is to identify and rank the factors affecting the acceptance of information technology in public sector organizations during the Corona virus epidemic in order to provide better services and products without face-to-face referral to the clients / customers. In this resech, which is based on a combined approach, we use the existing information and documents as data. The statistical population of the study is 10 governmental organizations located in Alborz province.. In this article, in addition to introducing the proposed models for information technology acceptance and their classification, the effective factors in accepting new information technology in the studied government organizations to provide better services and products with the combined approach of transnational and Shannon entropy have been studied and identified. In this paper to determine these factors after identifying and introducing the types of existing models; Concepts, dimensions and indicators of the research have been extracted using the meta-combination method and ranked using the Shannon entropy method. The research results indicate that cooperation and coordination, environmental factors in technology acceptance, organizational factors, managerial factors, and human capital factors are in the first to fifth places respectively.
